Committee Members Reports
1. Registrations Secretary – All ID cards must be returned by the Annual General Meeting.
2. Press Officer – Nothing to report.
3. Secretary – Letters sent to all Clubs to ask whether withdrawing. To date none had said they were. Letter received from the Herts FA Contents Noted.
4. Treasurer – There is substantial money in both accounts.
5. Referees Secretary – Very happy with how the season has gone. For next season we currently have 23 referees.
6. Fixtures Secretary – Very pleased with those Clubs who helped out by playing the mid week fixtures. All games are to be completed by 25 May.
7. Results Secretary – Big thank you to all Clubs for the improvement on the completion of the result cards.
8. Fines Secretary – There are currently 3 Clubs with outstanding fines, 2 of which face suspension. Approx £300 has been collected on fines.
9. Trophies Secretary – Nothing to report.
10. Cup Competitions Secretary – Presdales have reimbursed the cost of the pitch, which was double booked by them last month.
The programmes are all done for the Cup finals.
11. Social Secretary – The Annual General Meeting/Presentation evening will be held on June 4th at the Bengeo Club. Any Clubs requesting additional tickets should contact S.Bentley. The new Clubs will be invited to attend but will be unable to vote.

1. Registrations Secretary – The registrations have now closed.
2. Press Officer – The adverts for new Clubs and Referees have been in both the Hertfordshire Mercury and the Welwyn and Hatfield Times.
3. Secretary - Correspondence received from the Herts FA.
4. Treasurer – There is substantial money in both accounts. The accounts will be prepared to the 24th May 2008.
5. Referees Secretary – All the games have been covered.
There has been a vast improvement on the communication and positive feedback received from Clubs. Where possible 3 officials will be appointed for the semi finals. To date the League has 6 new referees for next season.
6. Fixtures Secretary – The Fixtures will be issued fortnightly to the end of the season due to the bad weather. So far 6 Sundays have been lost. If many other weekends are cancelled Clubs may be asked to play twice in one week. It is down to the Clubs to agree a day and pitches are always available during the week up Presdales. Clubs can alter the kick off time and length of match as long as both sides are in agreement. If Clubs are unable to field a side they will lose the game but fines will not be incurred providing more than two days notice is given. May Day Sunday will have to be used and possibly the Cup Final Sundays 11th and 18th May.
7. Results Secretary – There has been a continued improvement on the completion of the cards.
8. Fines Secretary – £232 has come in this month and there is near on a further £100 still due.
9. Trophies Secretary – The medals and new trophies are now ready for collection. The Jubilee Cup will be updated with the previous winners. Clive Brooks agreed to collect the Shield from The Millstream.
10. Cup Competitions Secretary – Apart from one game the Jubilee Cup is now at the semi final stage. The Division 1 Plate, which was bought in to give Clubs more games has been very disappointing. Out of 11 fixtures 5 of these have not been played! The Committee are looking at a different format for the LCC next season as Clubs are also not wanting to play these games (10 have been cancelled)
11. Social Secretary – The Annual General Meeting/Presentation evening will be held on June 4th at the Bengeo Club. Any Clubs requesting additional tickets should contact S.Bentley.

1. Next Management Committee Meeting TBA.
2. Cup Finals – T.Brooks agreed to do the programmes and ID cards. Each Club in the final will get 20 tickets for the players/managers to gain free entry. A suggestion was made to have a Bouncy castle and face painting at the finals. Insurance for this will be looked into before a decision is made.
3. New Teams - 11 new teams are now expected next season. 3 of which have already paid the fees (Sky FC, Highway Reserves and Goffs Gremlins) Due to the increased interest it has been decided to CAP the teams at 30 for next season, though this may alter dependent on the number of referees.
A letter is going out to all Clubs asking that they let the Committee know prior to the beginning of May if they intend to leave the League next season.
4. Rule Book – This is going to be thoroughly reviewed by Tony Hayden prior to the next Committee meeting and a separate meeting will be held to discuss proposed amendments.

Registrations Secretary – The registrations have now closed, finishing with a total of 488 registered players. This has brought in a total of £1464.
Press Officer – Goffs Gremlins have paid their deposit already. There are a possible two reserve teams along with Highway Reserves, Bridge House, and a team from Shades and Hertford Heath joining the League next season.
In addition to the Mercury an advert is going to be placed in the Welwyn and Hatfield Times for both new Clubs and Refs.
Secretary - Correspondence received from the Herts FA.
Treasurer – There is substantial money in both accounts.
Referees Secretary – Correspondence has been sent to the previous secretary requesting that all his records are returned to the League. Unfortunately as these have not yet been received a reminder letter will be sent.
With regard to complaints received from Clubs against Referees, those concerned have been spoken to.
Fixtures Secretary – Fixtures from 30 March to the end of the season will be issued by the end of the week. These will include mid week fixtures. The Committee can appreciate that some players have difficulty arriving for the mid week games on time. As a concession for these games only as long as those players to be played are named prior to kick off it will be accepted that as long as the ID cards are shown to the opposition’s manager prior to them entering the field of play a fine will not be incurred. Any Club unable to fulfill these fixtures must notify the
Fixtures secretary at least 2 days prior to the match.
Results Secretary – The cards are now being completed correctly!
Fines Secretary – There are currently no fines overdue.
Trophies Secretary - We need to get the Cups won last year back. Bob Flack agreed to contact AFC Cheshunt and Clive Brooks will contact the Millstream. It was agreed that 2 new shields are required along with a silver plate. The medals have already been ordered.
Social Secretary – The Annual General Meeting/Presentation evening will be held on June 4th at the Bengeo Club. Any Clubs requesting additional tickets should contact S.Bentley.

2. Disciplinary problems –
Sun and Harrow (Sam Palmer) – The committee decided to defer any punishment pending the outcome of any Herts FA decision.
Buntingford Cougars (Kelly Jones) – As not first incident the Club are to be fined £50
Dane End Utd (Luke Oakman) – Warning letter to be sent to the Club regarding future conduct.
White Lion FC (Jamie and Kenny Lancaster) – Both to be asked to attend the next Committee Meeting
Goffs Oak – Warning letter to be sent regarding future conduct in connection with supporters of the Club.
3. Broxbourne borough Council has pitches available. The possibility of the League purchasing those at a discounted price and recharging Clubs was discussed.

Prior to the commencement of the meeting Mr M Pateman ceased to be Referees Secretary.
A meeting was held with two new Clubs “The Bridge House” and “Goffs Gremlins”. They were provided with full details of what would be required on joining the League.
Committee Members Reports
Registrations Secretary - There are currently 484 registered players.
Press Officer - We have been getting much better coverage in the paper this season but the reports must keep coming in. Some weeks there are more than others.
An advert will be appearing in the paper for new Referees and Clubs, every other week for 6 weeks.
The Division 1 Plate Final will be held on 7th May at Hertford Town Football Club. Kick Off 7.45pm. Entrance fee will be £5.
Assessors appointed by the League will be attending a game a week to ensure that Clubs and Referees are following the rules of the League.
All monies have been received now for those Clubs entering the Jubilee Cup.
Secretary - Correspondence received from the Herts FA.
Treasurer - The accounts are fine.
Referees Secretary - R.Bunce has agreed to take on the position until the end of this season. For those Clubs who have sent in letters of concern their comments have been noted.
Fixtures Secretary - The fixtures up to the end of March have now been sent. Cancellations will not be accepted as they are mainly cup games which have to be played.
The remaining fixtures have been prepared in draft but are subject to change depending on the Cup results.
Mid Week games will commence from 2nd April.
Results Secretary - There has been a 95% improvement on the completion of the cards.
Fines Secretary - None outstanding

Minutes of the League Council Meeting held on Monday 14 January 2008 at The Bengeo Club

Clubs Present:AFC Ram, Buntingford Cougars, Bury Rangers, Cuffley, Dane End United, Goffs Oak Conrads Club, Green Man, Hornsmill Utd, Horns Mill Old Boys, New Riverside, Sun & Harrow, The Highway, The Millstream, The Salisbury, Waggon and Horses (The Bull), Ware Saviours, White Horse, White Lion, Van Hages
B.Flack (Chairman) opened the meeting and advised that this was the Clubs chance to speak if they had any problems etc. and confirmed that all had a copy of the agenda.
Clubs were told that they should not be calling C.Brooks unless their problem related to his secretarial duties. Too many Clubs were calling him when their problem could be resolved by another member i.e. Chairman/Vice Chairman. Pitches however were not a Committee problem; it is the responsibility of the Club.
B.Flack expressed concern that only 80% of ID cards were being checked at the start of each game and advised this was not satisfactory and must be done at all games by both Clubs.
Referees Secretary – M.Pateman confirmed that the majority of the games had been covered this season. In respect of complaints against referees the secretary advised that he was not prepared to discuss the matter if he had not been present at the game. The referee’s decision should be respected.
A query was raised regarding a particular game when a referee shortened the length of the match. The secretary advised he couldn’t comment on this. Clubs were advised that if they are not happy with a referee they should mark him a 4 or below and forward a full report of the match. This could then be looked into further.
Committee members are watching games and Herts FA Assessors (at a cost of £25 to the League) are going round to monitor referees.
Fixtures Secretary - Division 1 is going well and in order to provide further games a Plate competition will be held. The final of which will be held at Hertford Town midweek. Division 2 however have some 14 games left with only 17 weeks to go. Double headers are therefore going to be arranged for February. Each match will be 60 mins and the costs shared equally. Clubs were asked if they had any questions – None.
Cup Competitions Secretary – The LCC group had been completed. Though some games had not been played the outcome would not have been affected. Clubs that did not qualify for the quarter final will be automatically entered into the Jubilee Cup. Clubs will be required to pay a £10 entrance fee. Bury Rangers queried whether they then needed to play their match against Goffs Oak as they have both qualified and are unable to get a pitch. They were advised the game should be played, Goffs Oak agreed to try and get their pitch.
Sun and Harrow, Hornsmill Utd and New Riverside were wished all the best in the next round of the County Cup competition.
Results Secretary – Though the cards have been coming in there have been a few problems and those Clubs have been fined accordingly. In respect of phoning in results it is the responsibility of the Clubs to call R.Bunce for Cup games and the referees the League games. Rule 14(i) refers. Both The Salisbury and Bury Rangers believed that it was the responsibility of the Referee to notify both Cup and League hence the £35 cost increase and that this had been agreed at the AGM. The Committee agreed to look into this but meanwhile Clubs should phone the Cup results through to R.Bunce.
Fines Secretary – Clubs are given 14 days from the date of the letter to pay their fines. If these are not paid a reminder phone call is made (though the rules do not state the Secretary has to do this) prior to a further £25 fine being issued for failing to deal with League Business. Clubs were asked that if they have a problem they should call the Fines Secretary. This would minimise any further costs being incurred on the Club. Of the two Clubs that have fines outstanding at the present the matter is in hand.
Website – L.Button asked whether Clubs had any problems with the Website. He advised that it is updated as soon as possible and generally by 8pm each Sunday the League tables are up to date. If there were any problems Clubs should refer to him. Clubs were asked to forward a team photo.
Social Secretary – S.Bentley asked Clubs if they were happy with the format of the current Presentation evening or whether they would like something different. Clubs agreed current format of, AGM – Buffet and Presentation at the Working Mens Club.
Division 2 Rep – Clubs were reminded to call in results and that if any Division 2 problems occur G.Martin should be the first contact.
Registrations Secretary – There are 471 registered players. Clubs should now be paying for any signing on of players at the time of the application. The Secretary has tried to help Clubs out but without the £3 players will not be registered in the future. Clubs were reminded that the last day for signing on new players is the 29 February. Due to a number of problems this season the registrations will be stopped for a two-week period over Xmas next season. All Clubs should be paying the registration fees from the beginning of the season by tonight and those that don’t will incur a £25 fine.
Press Officer – still has to call some Clubs/Referees to get reports for the Mercury and there is certainly less received from Division 2. The coverage for the League is now the best it has ever been and with a few more reports could be even better. The League has received requests from 5 new clubs wishing to join and a further 90 other Clubs had emailed. The aim of the League for next season is to have 3 Divisions with a minimum of 8 in each of more equal quality. There has been interest also from a couple of Youth sides (17-18 year olds) though concern was raised over the Child Protection checks. B.Flack advised that it is being brought in by the FA that each Club must have at least one person who has been CRB’ed – The Committee agreed to follow up.
Treasurer – The Clubs deposit money is held in a separate account and the current account shows a credit balance of over £4000.

1. Change of ground – The White Lion is now playing on the pitch behind the Village Hall in Bramfield (Bury Lane)
2. The Bull has changed its name to Waggon and Horses though for the remainder of the season must be known as the ‘Waggon and Horses (The Bull)’.

Fixtures Secretary -
On December 9th only one match was played due to the bad weather. All Clubs, especially those in Division 2 should be prepared to play double headers towards the end of the season.
Results Secretary –
Still the same people are not ringing in with the result.
CLUBS ARE REMINDED THAT ALL COUNTY CUP GAME RESULTS SHOULD BE RUNG THROUGH TO RON BUNCE. AND THAT BOTH TEAMS PLAYING IN AN EHCSFL CUP GAME SHOULD ALSO CALL HIM. Failure to do so will result in a fine being issued.
Referees Secretary –

Fines Secretary –
1. £139 was paid into the bank for December and 61 fines issued in total. Letters to be sent to Van Hages and Bury Rangers giving them 14 days notice to pay outstanding fines or face suspension.
2. From 18th January Clive will take over fines for 1 month to cover for holiday.
Treasurer –
1. Both accounts are in credit and adequate monies are held in each.
Registrations Secretary
There are 466 registered players. Clubs should now be paying the money at the same time as registering new players. From now on players will not be registered without payment. Next year the registrations will close down over the Xmas period for two weeks.
It is not Clive’s responsibility to arrange pitches for Clubs despite some requesting he do this.
Very few Referees are submitting reports to Clive therefore the discipline points etc are not correct.
Cup Competitions Secretary –
1. The next round of the LCC will be drawn during the League Council Meeting on 14th January 2008. Those Clubs involved are Hornsmill Utd, Sun and Harrow, White Lion, New River Arms, White Horse, Goffs Oak, Bury Rangers and The Bull.
2. The Jubilee Cup teams will also be drawn during the League Council Meeting.
Good luck to the New Riverside Arms for getting through to the next round of the Junior Cup and to Sun and Harrow and Hornsmill in the Intermediate Cup.
Trophies Secretary – Medals to be ordered shortly for both winners and runners up and 2 new division shields.
Division 1 Rep/Press Secretary –
1. Enquiries now received from 5 new teams for next season. It was suggested that they be invited to attend a meeting with the Committee prior to the end of this season. The advert for further Clubs will be in the Mercury again shortly, as it was last season.

2. Division 1 plate – This is a further competition for those Clubs in Division 1 who are no longer in the County Cup in order to give them additional games. Those Clubs included this season are Goffs Oak, Cuffley, Millstream, Bury Rangers, Highway and White Horse. The final will be played mid week at Hertford Town.

Greenman Situation;
Greenman attended the meeting at the invite of the league to discuss future of the club following the closure of the greenman pub. The Greenman confirmed that they want to carry on in the league but were unable to access to team documents ID (apart from kit). The league have supplied all documents and info needed to continue. The Greenman will contact Clive later in the week if they are unable to get the cards to get replacement.

3. Goffs Oak to be fined for non payment of fines.
4.Van Hage lost there appeal for late cards so the fine will still stand. As the appeal was unsuccessful the £10 deposit will be lost by the club.

1. 448 registrations so far.
2. All bills for registrations have been sent to all teams.
3. Number of De registrations is still increasing and will look to be changed in the future to incur a charge.
Cup Competitions Secretary –
1. Division 2 Cup 1st Round played yesterday,
Dane End, The Salisbury, New Riverside & Buntingford all made it through to the second round to be drawn at Council meeting on January 14th.
2. Hopefully L.C.C. league stage will be sorted by the end of December, any games that are not played and do not have any bearing on qualification to the k-o stage need not to be played so the draw can take place at the Council meeting.
Division 1 Rep/Press Secretary –
1. Reports have been sent in but not printed due to Ware FA Cup run the mercury have apoligised.
2. The Bridge House & Rye FC have requested to join the league in the new season and there is a good possibility that New Riverside might put a reserve side in.
3. It has been suggested that referee/league reps attend games to observe what is going on at matches. The payment is covered under rule 5N in the guide book.
It was suggested that rather than a league rep who are known by teams, that an independent person is sent e.g.; Herts FA assessor. £25 will be paid to Herts FA assessor to observe the games. Melvyn will contact the Herts FA to arrange this & confirm the findings of the assessor.
4. Ron has visited 5 games to observe the game/ adherence to league rules. Ron wanted to applaud the clubs for there conduct at the majority of these games and to thank New Riverside for spotting an unregistered player during the card check.

Secretary –
1. Various correspondence received from the Herts FA.
Fixtures Secretary -
1. Both divisions are doing well. As Division 1 is ahead of schedule it will be reviewed in the New Year as to whether a further competition could be run to provide more games. The fixtures have now been drawn up to the end of the year including both 23rd and 30th December.
Results Secretary –
1. Whilst the completion of the result cards appear to be improving the most common omissions are players initials, oppositions signatures and referees names. UNLESS EVERY PART IS FILLED IN FINES WILL BE ISSUED.
2. CLUBS ARE REMINDED THAT ALL COUNTY CUP GAME RESULTS SHOULD BE RUNG THROUGH TO RON BUNCE. AND THAT BOTH TEAMS PLAYING IN AN EHCSFL CUP GAME SHOULD ALSO CALL HIM. Failure to do so will result in a fine being issued.
Referees Secretary –
1. All games covered to date and hope will continue to do so.
2. Linesman will be provided for the game between Sun and Harrow and Goffs Oak on 23 December 2007.
Fines Secretary –
1. £90 paid into the bank for October and 35 fines issued in total. None are currently overdue.
Treasurer –
1. Both accounts are in credit and adequate monies are held in each.
2. £200 has been sent to the Mercury in respect of the leagues donation to the Hertfordshire Air Ambulance.
Registrations Secretary
1. There are now 435 registered players. The bills for these players will be issued shortly. Monies are to be paid by the League Council Meeting in January.
Cup Competitions Secretary –
1. Congratulations to The New Riverside Arms for getting through to the 4th round of the Junior Cup and good luck to those teams in the Intermediate Cup.
2. Division 2 shield games will commence shortly.
3. The LCC games should be finished by end of December.
Division 1 Rep/Press Secretary –
1. Certain referees are still not phoning in the results/bookings – Ref Secretary to follow up.
2. More match Reports from Clubs are being received however there was a recent incident when the reports were not published. This matter was addressed and apologies from the Mercury received. This should not happen again.
3. Enquiries from 2 new teams have been received already for next season.
4. Clubs are reminded that in accordance with what was agreed at the AGM ID cards should be thoroughly checked prior to a game commencing.
Division 2 Rep – On 2nd December pitch 2 will be available at Presdales due to both Sun and Harrow teams being drawn away.

Minutes of the Management Committee Meeting held on Wednesday 3 October 2007 at The Bengeo Club

Matters Arising
1. The White Horse is currently using both Thundrige and Standon pitches for their home matches.
2. The paying in book requested during the previous meeting has now been ordered.
Committee Members Reports
Secretary –
1. Cheque received from the Herts FA for £34.72 in respect of fines issued last season to the Hornets players.
Fixtures Secretary -
1. Sun and Harrow Reserves have called off their game due to be played on 14/10 against Ware Saviours. Fine issued and subsequently paid. All other fixtures are currently running smoothly.
Results Secretary –
1. Once again despite all clubs being provided with an example of a correctly completed result card they are being sent in wrong and in some cases not at all. Fines will be issued in all cases.
Referees Secretary –
1. All games covered to date.
2. A complaint against a referee has been received – comments noted.
3. It was agreed that Referees should phone or email Clive Brooks after 3pm to notify him of the result. Blank copies of the result cards and disciplinary forms were requested to be sent to each ref along with a copy of the latest fixtures – Clive offered to deal with.
Fines Secretary –
1. £125 currently paid in and 14 fines issued. None are currently overdue.
Treasurer –
1. Both accounts are in credit and adequate monies are held in each.
Registrations Secretary
1. There are now 415 registered players.
2. Discussions took place as to whether a cost should be incurred when players are de registering and transferring to another club. Matter to be considered nearer the AGM as a potential rule change for next season.
Cup Competitions –
1. The Cup games commence this weekend.
Division 1 Rep/Press Secretary –
1. Reports for the paper are still only received from Division 1 Clubs. All Clubs are asked to provided a few line synopsis of there game and forward to Clive before the following Tuesday. Could Clubs also inform Clive of their goal scorers.
Division 2 Rep – Nothing to report.
Any Other Business
1. Website – Our website www.ehcsfl.co.uk. At present there are two companies advertising on the site. All feedback received has been very positive.
2. The League has donated £200 to the Hertfordshire Air Ambulance.
3. Various discussions took place with regard to ways the League could give something back to the Clubs. As nothing can be changed this season it was agreed to discuss further nearer to the AGM.
4. Next Management Committee meeting to be held on Monday 12 November 2007 at 8.00pm.

1. Letters were sent to those Clubs who were required to attend the Informal Disciplinary Meeting on 3/9/07.
Fixtures Secretary -
1. There has been one alteration to the fixtures on 16/9 due to a County Cup game, both clubs concerned are aware.
2. Email only recently received from White Horse advising that they can no longer play their home fixtures at the previously specified venue. The Club has since been provided with a list of alternate pitches.
Results Secretary –

Referees Secretary –
1. Nothing to report.
Fines Secretary –
1. Highway and Green Man fines have been paid. Those outstanding are not yet overdue.
2. A paying in book was requested – Treasurer to pursue.

Registrations Secretary
1. Currently there are 345 players signed on with approximately 15 more to go. It was suggested that next season we bring the date forward for the registrations to be received as all Clubs leave to the last minute to submit the forms.
Cup Competitions –
1. The Cup draws have all been made and Clubs should be aware.
2. The League Challenge Cup will commence in October.
Division 1 Rep – Can all Clubs send in Team photos to be added to the website. Potential new Club for next season has already approached the Committee.
Division 2 Rep – Nothing to report.

1. Website – Our website www.ehcsfl.co.uk. This will be updated every week with the exception of any holidays. Advertising was discussed and agreed that the cost would be £25 per advert or £100 for the home page.

Minutes of the Informal Disciplinary Management Committee Meeting held on Monday 3 September 2007 at The Bengeo Club

Clubs present: Sun and Harrow, The Bull, White Lion, Dane End, Green Man
Various issues had been brought to the Committees attention with regard to the pre season friendlies played between the Clubs present.
Clubs were advised that the League have been instructed by the FA to come down on those Clubs where misconduct appears to be a problem and though the meeting was informal their attendance would be noted.
Clubs were refereed to the Conduct Codes and asked to ensure that the rules were adhered to.
All present accepted that the behaviour during the games was not acceptable and agreed to ensure these problems would not be carried forward to the League games.

Matters arising
1. The Old Star has sent a letter to the League withdrawing and would like to apologize for any inconvience that they may have caused. They have pulled out due to lack of players.

Referees Secretary:
1. The home teams are to ring their Referee who has been allocated to them by 9 O’clock Wednesday evening. If you cannot get in contact with them, you must contact Melvyn Pateman by 9 O’clock Thursday evening.
2. The away team must tell the League by 9 O’clock on Thursday evening if the home team has not confirmed the game with you failure to do so will result in a fine.
3. No jewellery will be allowed to be taped apart from your wedding ring. You will not be allowed to play with any other jewellery on at all.
4. I.D cards must be with you at all times. If they are not you, have until 10.50 the morning of the game to get them, if not the game will not go ahead and you will pay the ref’s fee, lose the points, and be fined by the League.
Registrations Secretary:
1. Registrations to be in as soon as possible, do not forget any player wishing to play on a Sunday must be signed on by the Wednesday of that week.

Pre AGM Meeting 4th June 2007

Items relating to previous meeting.
A) Wareside have paid their outstanding bill of £35. They now owe nothing.
B) Salisbury have informed committee that they will pay their outstanding £100 at the AGM.
C) 2 new clubs have applied to join the league - AFC Ram and Van Hague - both will be represented at AGM with appropriate forms.
Pre AGM discussions.
A) Clive checked with John Merchant at the Herts FA re the public liability and was informed that any club which that had not paid their £40 would not be registered and therefore unable to play any games until they could proof that they had adequate cover in place.
A copy of the certificate was needed to be forwarded to John Merchant for checking. Also if not provided by 15th June 2007 then a late registration fine would be incurred.
B) Notification of amendment to rules proposed by R. Bunce
1) All referees must be at ground 30 mins before commencement of game and club linesman notified to refereee 10 mins before start.
2) Each captain must wear an armband or be fined under rule 13d.
3) All ID's to be inspected in centre circle prior to game whilst referee inspecting boots.
C) All league officers to be elected, certain positions to be proposed to be scrapped and others merged.

The above leagues were accepted and proposed by Bury Rangers and Secoonded by New Riverside.
It was agreed by that if any new clubs now wished to join the league then they would be put a division at the discretion of the league committee so as not to interfere with the current league set up.
Any Other Business.
All othe business discussed has been listed below.
A) New rules as per pre AGM list.
1) Referees time to be at ground, 30 mins before kick off - agreed and proposed by Bury Rangers and Seconded by Buntingford Cougers.
2) Captains armband must be worn - agreed and proposed by Green Man and Seconded by Bury Rangers.
3) ID Cards to be shown all games - agreed and proposed by New Riverside and Seconded by Horns Mill Old Boys.
4) There was a discussion about a rule to charge any club that had any non playing members or spectators that ran on to the pitch to incur a £50 fine immediately.
This was discussed at length and Sun & Harrow suggested that the maximum fine should be £50 but each case was judged on its own merits and circumstance surrounding the encroachment.
this was agreed and proposed by Hornsmill and Seconded by Horns Mill Old Boys.
B) 2 clubs resigned from the league at the meeting, they were AFC Cheshunt who were plying their trade in another league - good luck to them - and Wareside who struggled to field a regular number of players the previous year - despite the efforts of Darren Laurie - have decided to call it a day.
C) Following his appointment as referees secretary Melvyn has stated he will approach a number of referees with a view to encourage them to join our league - we wish him good luck because you can't have too many refs.
D) All clubs were reminded that their referees phone in all the results other than the Herts county games which they Must phone in before 5pm to Ron Bunce at the latest on the day of the game otherwise the Herts FA could fine them.
E) The challenge cup would this year be on a knockout basis and any early exits could result in that club being invited into the Jubilee Cup at the discretion of the committee.
F) All result cards must be in and fully completed no later than Wednesday am at Ron's or a fine will be incurred.
There is nothing else left other than to wish all teams the best of luck in the forthcoming season and let's hope it is a good one.
